The plant in Vinh Tan Commune has a designed capacity of 1,200 MW and an investment of over US$1.75 billion. Of the amount, a consortium of Chinese investors China Southern Power Grid Co. Ltd. and China Power International Development Limited contributes 95% and Vinacomin – Power Holding Corporation the remainder.
Vinh Tan 1 is the biggest project with the involvement of Chinese enterprises in Vietnam and is the first thermal power plant applying the pulverized coal combustion technology and using anthracite coal exploited in Vietnam.
Construction of the build-operate-transfer (BOT) plant is scheduled to last four years. After 25 years of operation, the plant will be transferred to a competent agency in Vietnam.
China Development Bank, the Export-Import Bank of China, Bank of China, Industrial and Commercial Bank of China and China Construction Bank fund 80% of the two Chinese investors’ capital contribution to the project.
Power Engineering Consulting Joint Stock Company 2 (PECC2) has been selected as the consulting firm for the big-ticket project. Guangdong Electric Power Design Institute (GEDI) and Guangdong thermal power construction firm under China Energy and Electricity Construction (CEEC) Group are the engineering-procurement-construction (EPC) contractors, which will buy boilers, turbines and generators from Dongfang Electric Corporation for the plant.
